It is intended to encourage DOC Members to: Plan outdoor adventures that reflect the mission of the club Execute said adventures Return to the club with new skills and experiences to share that will benefit and advance the Dartmouth Outing Club and its members. The Fund is not intended to cover all expenses of a trip but instead to alleviate costs so that it is attainable to those that wish to participate. This does not represent a new fund but rather a purposeful advance allotment of club and Friends funds to support new student initiatives. Funding During the spring term, an amount of money shall be set aside for the following fiscal year from the DOC pool budget. The DOC President will meet with the Director of Outdoor Programs each year to determine matching funds from Friends of the DOC or other funds. The total will be allotted as follows: 25% summer, 25% fall, 25% winter, 25% spring. It is assumed (although not required) that most people will apply one term ahead of their trip, and that more proposals will be received in the spring for summer trips. Money not used in a term will be re-divided among the other terms. At the end of the fiscal year, any balance will be returned to its sources. Applicants are strongly encouraged to review ideas and early drafts of proposals with Schlitz Committee members and OPO staff as early as possible. It is not necessary to wait until the term before your trip to apply for funding; applicants may apply for funding at any point. The Application of Groups and Individuals to the Fund. All individuals applying for grants must be undergraduate students AND members of the Dartmouth Outing Club. A group of students may apply together as long as costs are delineated per individual. A person may apply any number of times. Normally a person will only receive funding once, although exceptions are possible. The Schlitz Committee may grant permission to apply a second time if special circumstances warrant. An example might be a very small first Schlitz grant. New and repeated trips are both eligible for funding, although in keeping with the mission of the Schlitz Fund, unique trips or those involving an under-represented skill or locale are far more competitive and stand a much better chance at receiving funding. Applicants are strongly encouraged to check with the DOC President to learn about past trips that have earned Schlitz funding. Guided trips will not earn funding from the Schlitz Fund, with the following exceptions: When a guide is required by law to enter or access an area. When having a guide will significantly benefit the trip through the contribution of area- or trip-specific experience or advice In such situations, formal "guiding" will be evaluated in light of how much the student is contributing to his or her own unique experience. Trips should be conceived, planned, and executed by the applicant(s) to the fullest extent possible within area regulations. In order to receive funding, the trip must go beyond the scope of what is already offered by the DOC. Application Process. Applications to the Schlitz Fund are due to the Directorate before the Schlitz meeting each term. This is usually in mid-January, mid-April, mid-July, and mid-October. Exact dates will be posted to the DOC Blitz Bulletin by the President each term. See the attached application cover sheet. Criteria for Applications. Applicants must be DOC Members. Non-DOC members are NOT prohibited from applying, but must become a member to get funding. Proposals must be submitted electronically to the DOC President at least one week before the Schlitz Meeting and must consist of the following information: What you want to do, where, with whom, for how long, and why. The more specific the plan is, the smoother the process will be. Risk management plan. What are the objective risks (i.e. remoteness, disease, altitude, political situations, storms, etc)? How do you propose to manage them? What knowledge, skills, preparations, equipment, etc. do you have? An analysis of how the trip will benefit the DOC long term, including a detailed plan for sharing the experience with other club members. The following are required, and must be addressed in the application: A post-trip report, to be submitted to Woodsmoke A slideshow or some other creative presentation of your trip Holding a workshop, helping teach a skills class, or planning, organizing, and running another, similar project that will physically disseminate the knowledge and experience youve gained through your trip to other club members. Creating a chapter for the Schlitz experience workbook in which you will include your completed application and detail what went into the application process, the questions you had throughout the process, your experience at the deliberation meeting and with the Safety Board meeting, and how you gave back to the DOC. This book will be a resource for all future applicants to consult for tips on how to create a successful application. Questions about this chapter should be addressed to the DOC President. Though not required, becoming a leader in the sub-club that is most relevant to your trip is strongly encouraged and will be considered by the Schlitz committee. These plans MUST be approved by the Schlitz Committee in advance of funding approval. The amount of funding granted is heavily contingent upon a detailed, specific plan for how you will be giving back to the DOC that includes ALL of the above. The DOC reserves the right to withold 10% of granted funds until this portion is completed. A detailed budget including, but not limited to: what you will pay for, other sources of funding, the specific amount requested, and what specific items you are asking the DOC to pay for. Applications are strengthened by seeking funding from other organizations whether on or off campus. At least one applicant is required to attend the Schlitz Committee meeting and present the proposal. If this is absolutely impossible, the applicant must notify the DOC President no less than four days in advance. In such a circumstance, only the time of the Schlitz Committee meeting may possibly be changed the date is final. Evaluation of Proposals. Some of the criteria used to determine the relative worthiness of competing proposals include: Those stated at the beginning of this document under Purpose. The goals stated in the DOCs Statement of Purpose, found in the DOC Constitution. Adventures that are significantly self directed and human-powered (as opposed to, say, signing up for a commercial trip.) Potential club publicity: adventures that are more likely to get positive publicity for the DOC. Trips that accomplish specific goals/routes in shorter amounts of time rather than those which seem to be sprawling across time and geography. Trips that are likely to produce information that will expand the usable knowledge set possessed by the DOC. Potential for participants to share the love within the DOC: this can be evaluated in terms of time left at Dartmouth, status within their respective DOC sub-club, extent to which the applicant is involved in other activities on campus, etc. Significant preference will be given to students intending to use the funds prior to the fourth term before graduation (i.e. junior summer); this is in order to ensure that the participants have adequate time to give back to the community. Prior involvement with the DOC will only be considered in terms of what the applicant is likely to give back. A lack of prior involvement does not disqualify applicants. Those without prior involvement, however, are strongly encouraged to consult with the DOC President for advice while applying. Committee members should take applicants budget requests at face value and avoid questions such as, Would you be able to go if we didnt fund you? which put applicants in an awkward position. Committee members should first decide which trips fall most within the Schlitz Guidelines, with no attention paid to the money being requested. Only once those trips have been selected should level of funding be debated. Money to cover any form of transportation is acceptable, with the exception of transportation to a destination where you will be spending the remainder of the term in classes or as an off term. In this case, no money will be funded for transportation. For example, airfare will not be covered to support a spring break trip to Spain if you're going to be doing an LSA there in the spring. Applications will be judged against these criteria and also in relation to the other applications being considered at the same time. Schlitz Committee Members and Responsibilities Members of the Schlitz Committee: President of the DOC, who also functions as Chair Vice Presidents of the DOC Any other elected DOC officers One representative of each of the following member clubs (when active): Bait and Bullet Cabin and Trail Cycling Dartmouth Mountaineering Club Dartmouth Ski Patrol Environmental Studies Division Ledyard Canoe Club Winter Sports Division Women in the Wilderness Director of Outdoor Programs Assistant Directors of Outdoor Programs Other recognized clubs that become active may also have a vote by arrangement with the President. The President may choose another member of the Schlitz Committee to serve as Chair if s/he wishes. Committee members must be present during applicants presentations and during committee deliberations in order to vote. A quorum must be present to hear presentations, to deliberate, and to vote. A quorum is defined as more than 50% of the above list. A person who is applying for funding may not also be a member of the Schlitz committee. In the case of elected officers, he/she may appoint a proxy for the meeting. One member will function as a secretary and take notes on salient points of the discussion. These notes will serve to inform future committee members and applicants of the various points considered and the sense of the meeting. Schlitz Committee meetings are open to the public. Anyone may attend the deliberative portion of the meeting with the exception of the applicants themselves. Responsibilities: The Chair is required to publicize the Schlitz Fund in at least two of the following ways at least two weeks before applications are due. 1. A campus-wide poster campaign. 2. A blitz to all undergraduate members of the DOC, and posting of same on the DOC Blitz Bulletin. 3. Publicity in The Dartmouth. 4. Other, such as speaking during presentations by former Schlitz recipients. Publicity will include, among other things, how much money is available for the term and how information and applications may be obtained. The Chair is also responsible to see to it that recipients follow through with their post-trip plans and submit whatever information or documentation the committee deems useful. The Schlitz Committee will meet once per term before the sixth week of the term to review proposals and allot funds. The meeting should occur before the monthly Safety Committee Meeting (currently the second Thursday of each month). Every attempt will be made to hear proposals, discuss, and vote in the course of one meeting; however, it will sometimes be necessary to meet more than once. The Committee is also responsible for reviewing this document once a year in the winter, prior to the change in DOC Directorate, to incorporate suggestions and changes that have come up over the past year. Disbursement of Funds: Once the Schlitz Committee has reviewed the application it will be forwarded to the Director of OPO with a recommendation for funding. The General Manager will see that the proposal is brought to the Safety Committee. Potential grantees must attend this meeting. The Director of OPO will make the ultimate decision on funding after this approval is secured. In cases of funding greater than $500, the DOC reserves the right to withhold 10% of the grant to be disbursed upon completion of follow-up activities agreed to by the grantee. Significant deviations from the planned itinerary MUST be approved by the DOC President and may result in complete loss of funding. Significant changes in season, length, difficulty, or location not first approved by the DOC President and may result in a loss of funding this is with the important exception of uncontrollable changes or those changes arising from intelligent concern for safety.
